Developers broke ground Wednesday for a Tinley Park outdoor music theater, but they did so without an annexation agreement with the south suburb.

The Village Board discussed the agreement, as well as a $5 million incentive package for the project, on Tuesday night. But officials wanted more time to study the 51 pages that outline the pact, and they delayed taking a vote for at least another week.

James Malecky, a principal in the project, acknowledged the developers were taking a risk in starting the work without such an agreement, but said it was only a small one.

The developers are eager to get started on the 27,000-seat theater, to be built southwest of Int. Hwys. 80 and 57, so it can be ready for the spring music season. They also are competing with developers of a proposed Country Club Hills theater, and many observers believe it`s unlikely both will survive.
