The government, moving to reduce whiplash injuries, will require light trucks, vans and sport-utility vehicles to include headrests on the front seats. Lawmakers who are backing auto safety legislation praised the order by the National Highway Traffic Safety Administration. The safety agency, which has required headrests for cars since 1969, said multipurpose passenger vehicles assembled after September, 1991, must include the head supports.
