The City of Chicago and the State of Illinois share a particularly dangerous litter problem: glass beverage containers. Razor-sharp glass shards are strewn in streets everywhere. Their presence causes numerous injuries and vehicle tire damage.

The state must institute a refundable beverage container deposit law. A refundable five-cent deposit on each carbonated beverage container would help eliminate dangerous and unsightly litter here and elsewhere in the state. Other states have successfully adopted container deposit laws. What is Illinois waiting for?
