Contrary to Arab propaganda, it is not true that Israel`s policy is to settle its new Soviet citizens in the West Bank. Israel`s absorption policy allows new immigrants freedom of choice as to where they live and how they will earn a livelihood. In fact, 99 percent have elected to settle in or near Israel`s large cities.

The Arabs fear that this new wave of immigration will alter the demographic trend in favor of the Jews. Based upon recent figures and projections, such fears are well-founded.

However, for humanitarian reasons the Soviet Union should not cave in to Arab pressure. Both the American and Soviet policy allowing and encouraging Jewish immigration to Israel deserves the support of all civilized nations.
