After three years of off-again, on-again negotiations, West Chicago and Carol Stream have settled on Fair Oaks Road as the eventual boundary between the two communities. The West Chicago City Council made it official this week with the unanimous approval of the agreement with Carol Stream, whose Village Board approved the proposal last month. West Chicago Ald. Eugene Wind, chairman of the council`s Planning, Zoning and New Development Committee, said the city has been unable to negotiate a border with Winfield.
