Gorbachev is justified in his concern about a united Germany becoming part of NATO. The 27 million Russians who died during World War II warrant caution on his part.

It is in our national interest, however, to see a united Germany as part of a prosperous and united Europe.

A possible solution to the problem would be to follow the example of France, which, under De Gaulle, stayed in NATO but withdrew from its military arm. A united Germany within NATO, but not in the military arm, might satisfy the concerns of Gorbachev.
