Before a decision is made for a third airport or a new runway at O`Hare, could O`Hare and Midway be restricted to commercial passenger flights only?
Would a third airport then be necessary? The freight, private and National Guard flights could go to soon-to-be deserted Chanute Air Force Base. The necessary runways could be reconstructed, and buildings and workers would be not too far from Chicago and connected by interstate highway.
