Chicago`s dirty air will only get worse because:
Congress has done nothing about the skyrocketing cost and complexity of maintaining and fixing cars.
An unfortunately large and growing percentage of car owners do not properly maintain and fix their cars (the primary cause of auto pollution).
Congress is driven by lobbies that want changes in new-car standards that are meaningless. In fact, they make pollution worse by adding to car complexity and cost, long since proven to be counterproductive.
