In view of the deplorable track record of members of Congress and their failure to protect taxpayers from monumental governmental and institutional ripoffs, I respectfully submit the following proposal:
During the course of the next nationally televised joint session of Congress, a huge background banner should be conspicuously displayed with three-foot-tall block letters screaming out: ”If it ain`t broke . . . we`ll break it!”
