The Oakbrook Terrace City Council has passed an ordinance that prohibits any individual or organization from taking refuse from curbsides other than companies that have a contract with the city. Oakbrook Terrace officials said that people have been collecting cans and paper from residents` garbage for sale.
The fine for violating the ordinance ranges from $50 to $500.
