Democratic gubernatorial candidate Neil Hartigan said President Bush should explain why Illinois has ”been so shortchanged” by the federal government in the return of tax dollars and the awarding of federal projects. He said Bush`s campaign visit Tuesday to Du Page County in support of GOP candidate Jim Edgar, belies the treatment the state has received from the current and past Republican administrations.

Hartigan, who won the endorsement of the 10,000-member Illinois Nurses Association, said Edgar`s support of making permanent a 20 percent income-tax surcharge and Bush`s general support of tax hikes to reduce the federal budget deficit made them ”the tax twins.”
