A Chicago ordinance provides that handicapped drivers with handicap plates or the handicap window card are exempt from having to put money in parking meters. Not one police officer in Chicago I talked with knows about the ordinance.

As a handicapped driver, I`ve gotten parking tickets that were dismissed in court, tickets that I should never have gotten in the first place. I have a tough enough time wheeling in and out of a supermarket without having to go to court because some traffic cop doesn`t know the law.
