As the U.S. is planning on giving $1 billion in loan guarantees for food aid to the Soviet Union, Mr. Gorbachev is planning a food and fuel embargo of Lithuania. While we prop up a dictator who is trying to shore up an inefficient, ineffective centrally planned system, a fledgling democracy gets strangled.

Didn`t the U.S. learn anything from its appalling mistake of giving billions of dollars in taxpayer-guaranteed credits to Iraq?
