I propose that the state take the lead in the nation in granting a hardship bonus to its residents serving in the Middle East. When I was in Vietnam the state sent me $100. I know many other states sent their residents considerably more.

Many World War II veterans got a war bonus of several hundred dollars from Illinois. Perhaps it could be offered as a lump sum or an income tax credit or even a tuition credit. However it is offered, I think it would send a message to the young men and women serving over there that the State of Illinois recognizes and appreciates the sacrifice they are making for their country.
