A false assumption underlies your June 8 editorial ”Gorby and the facts of democratic life.” It states that ”the United States and its allies, given a choice between a more liberal and peaceable Soviet Union and independence for the Baltics, would be crazy to choose the latter.”

Why are these scenarios considered mutually exclusive? Certainly if the Soviet Union were a more liberal and peaceable state, it would not want to chain republics to itself by force.
