At a time when government expenditures are being scaled-back or dropped entirely, the city continues to appropriate money as before. City projects are started, but the appropriations do not cover the cost of completion. With this system, it becomes necessary to set aside more funds on future budgets to complete a partially-finished and underfunded project.

Lockwood Avenue in the 45th Ward was torn up in October 1990, ostensibly to install storm sewers. As of June 1991, the street is still not completed. It is a continuing source of frustration trying to find out when it is scheduled to be completed. In the meantime, other public works projects are begun in the 45th Ward while earlier projects wait to be completed.
