The birth rate in Japan is at its lowest since World War II-a statistic that has authorities in Tokyo studying ways to encourage larger families. Makoto Atoh, director of population policy studies for the Japanese Health Ministry, says research shows that Japanese women average 1.53 children; they are discouraged from having more by long work hours, long commutes and crowded housing.
