In response to the letter entitled ”CUB mailings,” which ran on Nov. 11 I would like to provide some information to clear up any confusion.
In 1987 the state legislature approved House Bill 401, which requires by law the office of the Secretary of State to permit the Citizens Utility Board to insert membership information in state mailings of 50,000 or more pieces. CUB pays for the printing of the inserts and delivers them to our office. CUB is required to pay for any additional cost incurred as a result of including the inserts.
The inserts do state that the message from CUB is required by state law and is not a message from the Secretary of State`s office (or other agency)
and not paid for by tax dollars.
If at any time there were additional costs-for example, if inclusion of the CUB insert boosted the price for the mailing-CUB would be required to pay that cost. In the 3 1/2 years that this office has been inserting this information-with millions distributed-we have yet to incur additional costs as a result of the program.
