A small coastal town in the San Francisco Bay area is making history this week by becoming the first California city-and one of only a handful in the U.S.-with an all-women city council. The four new members of the five-seat Pacifica City Council in San Mateo County will be sworn in Monday, joining holdover Bonnie Wells.
