Kentucky is expanding educational programs (beginning in 5th grade) aimed at preventing teenage pregnancy by promoting abstinence. Statistics compiled by the state Cabinet for Human Resources show that one of every six births in Kentucky was to teen mothers, more than half of whom were single.
