People strolling or biking on a riverwalk through Elgin. Eating lunch at a riverfront cafe. Doing a little shopping on the esplanade. Taking in a little culture on the once-neglected Walton Islands.
Those are the visions of landscape architects from EDAW Inc. of Alexandria, Va., who have nearly completed the concept plans for Elgin`s riverfront from U.S. Highway 20 on the south to the Northwest Tollway.
Last week, the City Council told the architects they would rather have the islands developed as a cultural center than as natural areas. The islands sit just below the Kimball Street dam across from the city`s civic-cultural center.
The estimated cost of the project is about $2.6 million, but it could be done in stages.
