Hurray for the Tribune for its Sept. 5 editorial. Charging people for the amount of garbage they throw away is the most sensible way to solve our waste problem.

Pay-by-the-container garbage programs reduce waste up to 50 percent. People buy fewer overpackaged and disposable products and recycle more. Towns and the people in them save money. In fact, the only losers here are the landfill and incinerator owners since the less we throw away, the less money they make.

During the spring session, the Illinois General Assembly passed SB1768. This bill would encourage the proliferation of pay-by-the-container garbage programs. By signing this legislation, Gov. Edgar would be taking a much needed step towards truly solving our waste problem.
