The Cook County Board of Commissioners and United Charities announce a three-year pilot project to provide a second chance for troubled 10- to 14-year-olds. The referral program by the Juvenile Detention Center is designed to offer young, first-time, non-violent offenders drug treatment, social services, education and job training.
