A recent editorial, “Stopping the worst traffic violators,” was appropriate and timely; however, you neglected to mention an additional measure that could be highly effective in keeping chronic traffic offenders from driving.
If the government can impound a vehicle used in drug trafficking, why can’t we seize the vehicles of persons found to be driving with revoked or suspended licenses? Since these people obviously care more about being able to drive than about presenting a deadly hazard to themselves, their families and their community, the automatic loss of their vehicle (in addition to any other appropriate penalties) just might make an impression on them.
Anyone who knowingly allows a person with a revoked or suspended license to drive their vehicle should be subject to a stiff penalty.
While such measures would not be a complete solution to the complex problem of chronically reckless drivers, I believe it would work well in conjunction with the measures you proposed, and certainly would be more effective than the present inept system.
