There is an African saying: “It takes a whole community to raise a child.” Clarence Page ignores the fact that parents do not raise children isolated from the influence of the community in which they live.

He misses the point by raising the question of “when” community intervention should occur. The more appropriate question is “what type” of intervention might transpire. This is illustrated by Illinois statute under the section on Minors Requiring Authoritative Intervention. This section permits any child engaging in high-risk behavior to refuse to reside with their parents if the parents object to the high-risk behavior.

Is this community intervention or community interference?
