The Hon. Michael Manley’s assessment of the Haitian situation is quite correct (“Haiti’s pressing need: Stability,” Feb. 20).

First, the popularly elected president, Jean-Bertrand Aristide, must be returned to power. Second, international aid is needed. Third, and of enormous importance, Haiti needs extensive help in developing the social and political institutions that sustain a democracy in the modern world. It does not have these now and never has had them.

Jamaica’s former prime minister is again correct in saying that the international community, as well as Haiti’s exile community, must make a long-run commitment for democracy to bear fruit.
