A coalition of Canadian and U.S. companies said they will launch a cellular telephone network that will allow users to move from city to city and across the border with no interruption of service. The new network, called MobiLink, will go into operation in the third quarter, said officials of the project at news conferences in Toronto and Washington. The 15 partners, mostly affiliates of local telephone companies, will set up a Chicago-based company to run the service with a permanent staff.
