Bill Clinton has designated parts of the Midwest “flood disaster areas.” The Federal Emergency Management Agency will soon swing into action opening offices and giving away money-something the government does well. Meanwhile, old farmers, their wives, Boy Scouts, prisoners and National Guardsmen are the front-line troops battling the mighty Mississippi. They’ve been struggling to pile sandbags against the rising tide and they are exhausted.

We’ve sent federal troops all over the world to help others; couldn’t we have spared a few, right now, to help out with sandbagging and evacuations? Does the federal government have to wait for “damage assessment” before taking action? If we can send troops to Macedonia, why can’t some be sent to Iowa?
