The designer of the St. Louis arch may have had a prescient inspiration, one to be copied up and down the banks of the master Mississippi River: hollowed-out, horseshoe-shaped structures like mini-aqueducts capable of siphoning off thousands of gallons of water and holding them for later dispersal.

It is mind-boggling to think that in this technological age the only weapons to fight the flood disaster are sandbags.
