Professor Douglas W. Kmiec’s Op-Ed column, “Clinton health plan goes too far,” shows an uncommon perspicacity in seeing the obvious and subtle flaws in Clinton’s grandiose plan. It puts into perspective the risk and cost inherent in this plan and, on balance, finds the plan irresponsible and of back-breaking cost.
As Kmiec says, the “American health care system as it exists has some flaws,” but rather than scrap the whole system, a “surgical approach” attempt to cure these flaws and still maintain a system which is inarguably the best in the world, is the approach Congress should take.
