Even when the numbers were right, E.W. Howell Co.’s bid was still lowest.

The Community Unit School District 303 board has awarded the Rosemont firm a contract to build a west-side middle school and a building at St. Charles High School.

The board had voted May 23 to rebid the project after Howell’s proposal, which was 10 percent less than the second-lowest bid, was withdrawn because a clerical error resulted in a wrong offer.

After new bids were accepted, Howell’s proposal of $24,956,000 was the lowest. A.J. Maggio’s bid of $25,194,600 was second.
