Talks between Soo Line Railroad Co. and the United Transportation Union broke off, and both sides were preparing for a strike by about 1,000 union workers in 11 Midwestern states, including Illinois. Issues include pay and planned cuts in train crew sizes. A 30-day cooling-off period, which began after the company rejected an arbitration offer by the National Mediation Board, expired at midnight Wednesday.
