A Chicago development company has dropped plans to build a 400,000-square-foot shopping center at the northwest corner of Randall Road and Illinois Highway 64, a city official said.

Planning director Robert Hupp said the city received a letter this week from Dalan/Jupiter Inc. notifying that the company no longer planned to purchase 160 acres of farmland in what St. Charles has identified as its West Gateway.

“The project got a fairly positive look from the City Council,” Hupp said. “But the Plan Commission rejected the proposed architecture, and there was some difficulty in guaranteeing access off of Randall Road.”

The company had sought to build the center on 42 acres. The hardware chain Menards was to be the principal tenant.

In other development news, Hupp said a proposed Jewel/Target shopping center on the other side of town at Illinois 64 and Kirk Road is on hold while the city negotiates with the property owner.
