In news stories about Haiti, the invasion of that unhappy country by the United States or an American-led coalition is almost invariably assumed unless the present rulers step down. As the stories put it, the question is not “if” but “when.”

It is almost as if the Clinton administration is telling us that regardless of the wishes of the people of the United States, it is determined to use military violence against a small neighboring country. The administration seems to be trying to avoid meaningful debate and, despite the non-binding vote in the Senate which indicated that Congress, not the United Nations, declares war for the United States, the lack of appreciable and sustained outcry from members of Congress suggests that the tactic is working.

Do we really want to see our boys dying in an invasion of Haiti and killing the people of Haiti, and the U.S. carrying out a long military occupation of a small country that poses no threat to us? I think not.
