The U.S. Coast Guard said the former flood of Cuban refugees in the waters off Florida remained a trickle Thursday, confirming that Cuba’s government had kept its promise to prevent the departure of its people by sea. “It’s slow, I have to say that,” said a spokesman for the Coast Guard. He said only three Cubans had been rescued by Coast Guard crews between midnight and 9 a.m. Thursday, following the interception of only 17 Wednesday.
