When will the Tribune stop saying that the law requires that all disabled students be educated with non-handicapped peers? What the law (Individuals with Disabilities Education Act) says is that to the maximum extent possible, disabled students are to be educated with non-disabled peers, but also that there be a continuum of placement options based on severity and need.

While increasing the number of disabled students in regular education programs is a goal that most public schools are working toward, it is wrong to say it is a requirement.
