If Mexico wants a loan, they should be required to post collateral, just like anyone else who needs to borrow. They could put up valuable land in the resort areas of Cancun, Acapulco, Puerto Vallarta, etc., and if they default, the land could be auctioned off to developers.
They could even pledge their archeological sites. This may not sit well with some people, but why worry? The loan will be repaid-Mexico says so.
