Highway chain gangs in Alabama! What better way for a prisoner convicted of a crime to pay back society? It certainly beats paying for their upkeep while they intimidate each other (or worse) and watch TV.
I’ll bet that Illinois has plenty of able-bodied convicts who could do a fine job of cleaning up our public spaces, including parks, highways and waterways.
