U.S. District Judge James Zagel Monday will hear lawyers’ presentation of a new $75 million redevelopment plan for the Henry Horner Homes. Last week, the Chicago Housing Authority, the Department of Housing and Urban Development and lawyers for residents of the 19-building public housing complex agreed to the deal that would increase the number of buildings to be demolished as well as the number of townhouses and two-flats to replace them. Zagel oversees a lawsuit filed by CHA residents to improve living conditions at Horner and must approve any changes to a previous development plan. The new plan must also be approved by residents, another judge and a lawyer from a 1960s desegregation case.
