Steve Daley’s summary article on the “remarkable” accomplishments of the new Congress (Aug. 13) was heartening to those of us who have known from the beginning that the Contract With America was replete with bad clauses. By any accounting, a 20 percent success rate is a failure.

What is tragically flawed about the new Congress is that it believes it can rule America with the approval of about 10 percent of the population as represented by the votes that put them in office. The history of a free people guarantees that the imperial Congress is as doomed as was Richard Nixon’s imperial presidency.
