The wife of a former 39th Ward precinct captain pleaded guilty Friday to collecting more than $414,000 in pay and benefits even though she did no work during 12 years on the payroll of the City Council’s Traffic Committee.

Her husband, who lined up the job through his political connections, pleaded guilty to aiding and abetting her.

Jean Cirignani, 70, and her husband, Vince, 75, both of Chicago are cooperating in a continuing federal investigation of ghost-payrolling and have agreed to pay $50,000 in restitution, prosecutors said.
