Carl M. Mell has been appointed president of Clearbrook Center, a private non-profit organization serving children and adults with developmental disabilities.

Mell, 49, replaces Guerin A. Fischer, who will retire at the end of this year.

Mell, who will assume his new duties Jan. 1, is currently CEO of the Victor Neumann Association, a nonprofit organization that serves those with mental and physical disabilities.
