Although the Allen County Jail is always overcrowded, the problem is getting better, a state inspection shows. According to the Nov. 1 inspection by the Indiana Department of Correction, Jail Inspection Services Supervisor Walter B. Smith reported there were 537 inmates incarcerated. The jail has permanent bunk space for 382 prisoners, making the jail continuously overcrowded. But the situation has improved markedly over the past year. When Smith inspected the jail Oct. 21, 1994, there were 641 inmates in the jail. On April 13, there were 545 prisoners in the jail. Inmates without beds sleep on mattresses on the floor. The DOC inspects all Indiana jails every six months.
