The Nuclear Regulatory Commission staff has proposed a $50,000 fine against Commonwealth Edison Co. because of problems with the emergency lighting system at the Zion Nuclear Power Station.

A commission inspection in November found that the station did not replace the batteries of the emergency lighting system, when tests on the system found problems.

Commission inspectors also found the station used inadequate test procedures and didn’t maintain records of the tests. The system is designed to provide lighting in important plant areas if there is a loss of electrical power.

In October 1994, the commission found a similar violation, but no fine was levied. Edison has until March 22 to pay the fine or protest it.
