Unions at the Belgian unit of Caterpillar Inc. threatened to take undisclosed action against the Peoria-based construction machinery-maker’s austerity plan for their unit. Caterpillar unveiled its plan Tuesday, cutting wages for its 3,500 Belgian workers by 20 percent and increasing work hours in exchange for a $38.2 million investment to make the firm’s plant in Gosselies competitive.
