A congressional investigating committee dominated by President Ernesto Samper’s party recommended Thursday that Samper be cleared of charges he accepted millions of dollars in drug money to finance his 1994 election campaign.

The Committee of Accusations of the House of Representatives voted 10-3 against a resolution recommending that Samper be accused of criminal wrongdoing before the full House. The committee is dominated 10-5 by members of Samper’s own Liberal Party and was widely expected to vote against bringing formal charges.

The 163-member House still must vote on the committee’s resolution.
