Safety-Kleen Corp. objected to a $1.8 million fine proposed by the U.S. Environmental Protection Agency for alleged improper sales of a recycled oil product more than four years ago. The EPA on Monday filed a complaint alleging that the Elgin firm between August 1991 and May 1992 sold an asphalt extender produced by Safety-Kleen’s used-oil recycling plants in East Chicago and Canada before filing a premanufacturing notice. The firm filed such a notice early in 1992. Safety-Kleen said it intends to contest the case.
