A federal judge in Little Rock, Ark., ordered the sentencing of Arkansas businessman James McDougal on fraud charges be postponed until November in the clearest sign so far that McDougal is cooperating with Whitewater investigators. McDougal was a close political ally of President Clinton and was his business partner in the failed Whitewater real estate venture.
