America Online Inc. said it is selectively offering refunds to customers who call complaining they can’t sign on and aren’t receiving the service they paid for. An AOL spokeswoman said it is offering refunds on a “case-by-case” basis; they may take the form of free on-line service, such as extra months, instead of cash.
