You’re right: “At 50, the CIA needs an overhaul” (Editorial, July 25). But to get the “sweeping reforms” you call for and not just the usual cosmetic changes, it will be necessary to get rid of some of the secrecy that no longer makes sense.
Believe it or not, your senator or representative cannot legally tell you how much the intelligence community spends in a year. Only a month ago, by a vote of 56-43, the Senate voted down an amendment that would have disclosed the actual total amount the nation spends on intelligence.
Since the Cold War ended, Britain, Canada, Australia and Israel have abandoned secret intelligence budgets. Why not the U.S.?
